Pasco County offers businesses strong incentive programs. County government has millions of dollars available to help companies locate or expand in Pasco County. These funds can be used for training, water and sewer extensions, road improvements, or even direct cash payments for companies creating employment opportunities. |
For example, a company creating 100 jobs with an average salary of $46,285 will qualify for an incentive of $2,000 per job - a total of $200,000. This is paid in four annual payments averaging $50,000.
The State of Florida has similar incentives offered in addition to local incentives, including training, road improvements, and state tax credits. Pasco EDC can help you apply for these funds.

Pasco County Job Creation Incentive (JCI) Grant
This cash incentive program is in addition to the State of Florida's incentive programs.
- $2,000-$5,000 cash per job
- Minimum 10 new jobs created in Pasco County during the first year of operations
- Average annual wage of at least 115% of the prevailing Pasco County wage
$47,721 - Pasco County average annual wage as of January 2023 (source: Florida Department of Economic Opportunity) - At least 51% of sales outside of Pasco County
- Payable to the company at 25% per year over four years
Penny for Pasco
The Penny for Pasco is a three-time, voter-approved Local Government Infrastructure Surtax in Pasco County. This sales tax, at a rate of one cent per each dollar (sale amount up to $5,000), provides designated funds for economic development, public safety vehicles and equipment, conservation of land and natural resources, transportation infrastructure improvements, and enhancements for educational facilities.
Pasco County voters passed the first Penny for Pasco March 9, 2004. It was in effect from January 1, 2005, through December 31, 2014, and collected over $320,000,000. In 2012, voters approved the continuation of the Penny for Pasco for another ten years. Between January 2015 and December 2024 proceeds are estimated to be greater than $700,000,000. Most recently, in 2022, 65% of voters supported the renewal of the Penny for Pasco for an additional 15 years – from January 2025 – December 2039. Revenues are estimated to be $1,902,552,316. Funds have previously been used for the following economic development projects:

- As Pasco County businesses begin reopening and adjusting operations, the Office of Economic Growth has established a Redevelopment Loan Program (RLP) to provide loans to commercial property owners.
- Commercial Landscaping Grant Program
- The Pasco Board of County Commissioners (BOCC) approved funding for the Commercial Redevelopment Landscaping Grant Program as part of its strategy to "fund incentives to promote urban design, and visual, landscaping and aesthetic property improvements for identified (and) targeted redevelopment areas for beautification and property enhancement in commercial districts".
- Opportunity Zones
- The Opportunity Zones incentive is a new community tax advantaged investment tool established by Congress through the Tax Cuts and Jobs Act of 2017. The intent of the Program is to encourage long-term investment in low-income urban and rural communities throughout the United States.
